thinking i'll make my own fork based on this to take the idea of individual towns having their own prices even further, and extend some price changes to similar items like making armor plates cheaper in heft like iron plates are across the UC (so long as the slave camps are active)

I.e the tech hunter waystation in BZ and Stenn having higher prices on electronics due to the lack of much Tech to Hunt in those regions, but grey desert having an even better discount on account of it being right next to the black desert.

Have holy nation outlaw all alcoholic drinks save for grog because its the weakest ale. Shek outlaw holy nation texts and UC propaganda, and no shek in the kingdom wants any of that anyway. UC outlaws most HN paraphinelia, causing a demand among secret okranites in its populate. UC outlaws everything related to hemp save for medicine, but worldly UC only outlaws bloodrum and hashish.

You shouldn't need a new save. You might need an import although i'm not sure.

The new trade cultures will work with any vanilla factions and the price differences between cities will only work with vanilla settlements.

For any new ones it creates, yes. It would still have the faction's trade culture which has the general trade prices but it would be the same everywhere in that faction so no price differences between settlements.
