You say "the panel only shows effects that are actually valid for a specific type of building", but -- looking at your screenshots -- what does 'Cargo Transport' have to do with residential buildings at all?
What would be the benefit of going back to percentages? If service coverage is 30% and you need 32% to upgrade, then you will never know which effect will give you that 2% because there would be no clear relation between them.
And last but not least - original ShowIt! uses percentages if you prefer...
i think having both as an option that you can choose would be nice.
