It's part of a Lua script in the map that sets the citizens HP. I did it so the ones built into the map wouldn't die all the time. I don't know if you could bypass it... I couldn't think of any other way to set their HP...

There is a problem with spawning friendly NPC's, as they appear to have 1000 HP each upon spawning (especially when spawned by the player) is there a way to fix that?
