Yes, you are right. It was bugged and I fixed it long time ago but it seems that I actually forgot to upload the updated version to the workshop, haha. Thanks for letting me know, it is updated now.

This mod seems to have two huge bugs if your description is the desired outcome.
The lvl 1 and lvl 4 edicts only have activation cost but no upkeep cost because upkeep cost is listed as activation cost:

Tested it ingame for lvl 1 at least.

Update: I checked out the edicts file for the mod. It's because the first edict becomes available when the empire population is 100 or greater. I'm currently at 96. Once my empire's population reaches 100, I should starting seeing the first edict.

How do I get access to these edicts in-game? I don't currently see them available in my list of edicts. Is there a tech I need to research to unlock these edicts?

@Viscount Danku: Thank you for making this and actually putting some effort into balancing it! I don't like cheaty mods. One quick thing though, might it be beneficial to put the Galactic Paragons DLC as a prerequisite for using this mod?

To reply to what Stride had to say, keep in mind that all empires can be played differently, and an empire that produces unity ad infinitum (any spiritualist empire as well as a couple origins), such costs may seem trivial.

Oh, this goes with the new DLC right? I saw the reviews and opted not to buy it, but I am interested in what the DLC has to offer. This mod looks like it'll be very helpful in alleviating the one problem people had. Cool!

This is an absolutely genius compromise with the leader cap system. Spectacularly done. Gonna be a new permanent feature in my modlists!

Stride, I determined the cost this way: booted up an old game where I had 43 leaders in 2600+, saw that I paid for them 1200+ unity monthly. All edicts enabled give you 40 total cap and overall cost 1200 unity per month. Plus additional requirements in a form of # of pops.

I haven't played for a year but I don't remember having any problems with hiring extra leaders and getting all my fleets and armies manned. So for me game feels absolutely the same.

Feel free to propose your numbers and resource costs though, this mod can be easily tweaked.

Imho does need a rebalance pretty badly though based on my playing with it. Last 2 edicts are a tonnn of leaders and the cost of all the edicts should be a lot higher.
