It seems a bit overkill that you'd have to replace the entire tech tree for one line's worth of changes at dip tech 7 (-25 colonial range vs vanilla).
To test this, if you'd like, you could install Harb's development mod and try mousing over any of the new buildings that are normally unlocked at diplomatic tech levels, and it'll immediately CTD. In the building manager it doesn't cause the crashes, but you can't build them as they never unlock.

I will not be changing this mod to be compatible with specific other mods. As stated in the description, this mod is intended to be played with vanilla EU4, and any incompatibilities are not my responsibility.
You are welcome to make a fork of the mod yourself that works with a mod you would like it to, but it would be unreasonable to try and edit the mod to work with every single other mod. Sorry.
