Yes, it should work (also with v1.37.2 or later).

Just dl'ed and checked file, and will use this cool mod in (a modded) v1.37.2.

Bow, I'm not planning to make such mod. There's A Federation Mod by LimonenZitrone. I think it did what you described pretty well.

oh dude I meant coalitions like how hoi4 has allies vs axis stuff or fascists vs communism? Is it possible for a mod to allow players or AI to create their own version of NATO/Entente/Central Powers in-game?

If it's something that hardcoded (Just happen as part of being tributary and not through diplo action), I don't think it is moddable.

@Trigger, it will depend whether the total conversion alter military access diplomatic action or not. Sadly EU4 can't handle modifications from multiple mods on its diplomatic action.
