i always hated this effect because it looks so similar to the marked for death status at a glance. this is a much needed change, regardless if the eyes were either broken or intentionally removed.

but its also on stormy 13th hour. why does misty not have the glowing red eyes. it would look so much cooler with them anyway

The eyes are intended for the It's A Secret For Everybody effect, not Misty Skull. Adding it to Misty Skull would take away from the other effect's cool-factor

i don't really think this is a fix. if the eyes don't appear and it's not due to a coding error or whatever, then it was very likely removed on purpose

It's always a possibility that they experimented with the red eyes, didn't like how it looked, then took the eye child particle off the parent particle system but didn't want to delete the experimental red eyes completely from the pcf.
