Getting heightmap from terraining.ateliernonta
1) On the top left, where latitude and longitude are shown, you can change map size, water depth, etc. Most of the settings there are not always important, depends on you.
2) On top right, there are 2 options to download heightmap RAW and PNG. For CS1, use PNG. There you will also see an option to download map image, which gives you options to get street, satellite images.
3) On this site you can also rotate the grid by grabbing the corner squares of the grid.
4) Now, the PNG heightmap file you downloaded need to be placed in C:\Users\YOURNAME\AppData\Local\Colossal Order\Cities_Skylines\Addons\MapEditor\Heightmaps
I'm sorry you are having this problem there's nothing much I or you can do until steam takes care of the issue.
Mods are also not loading sometimes so please keep an eye on them too.

Also another weird thing with the national road. All off the traffic is tourists coming from outside of the city trying to leave the city. They just do a u-turn at the abandoned building. Its weird :D
You can also check for broken nodes cause sometimes during gameplay nodes do break.

And for some reason most of the outside traffic uses the 2-lane national road instead of the highway.
Otherwise a really great looking map.
@roofr3000 I posed that as a question to CO long ago because I noticed that issue - the hydro dams are intentionally set to fluctuate in electricity produced. It's mildly annoying but apparently this is something realistic? Who knew! :D
