It's used in jousting armors. They sometimes have decorated protection like that.

I.. don't really know what this is meant to be?
The book (?) and mini shield thingy on his chest look really bad.
I'm all for some clean pauldrons for demo, but even those are just a bit off, mainly color and texture wise.
