For some reason a bunch of states in France and one In Prussia are empty meaning that there is literally nothing there. It's like they're some kind of void, and even when I go into debug mode I cant manually give them back to their countries. It's only with this mod that I'm seeing this issue.

Why do you override the vanilla file just to change a few productions methods? I created a local mod with just the pm_oil-fired_plant definition and a custom name and it overrides the vanilla method perfectly. The victoria tweaks mod does the same thing. I feel I'm missing something obvious here.

Yes, I checked the files as well. It conflicts with the victoria tweaks mod.

@Heisenberg Checked the files and in-game, it should be using heavy oil. Are you playing with any other mods?

Hi, I noticed that the electric plants still use crude oil. Is that on purpose or is it an oversight?

Cool mod! I just finished a game as Arabia trying it out. It was really nice to actually be able to use oil in a complex way rather than vanilla where you just never have enough for anything.

One suggestion I would make is to not have the oil refineries employ capitalists by nature, because even as a government run building under my communist dictatorship, they still existed and were starving because upper strata pops are forcibly plunged to the lowest standard of living under communism. Also, seeing as how it's an urban building it should probably give like 30 urbanization. Anyways, it works great overall, so this one is probably a mainstay for me.
