I found the issue: paradox has decided to add this to the base values list:

num_of_parliament_issues = 10

without it no parliament issues will show up

update needed. For whatever reason when I have this mod active (and yes I tested it) none of the parliament issues show for England (and I mean ALL of them not just the new ones added with the 1.35 update)
