Whenever enemy speaks on radio, they have a weird garbled filter, which is a way to tell the player that an enemy is speaking through the radio. Best mission to tell the difference would be through DLC specific missions since characters hostile to you will be speaking to you a lot.
That said, I am not clear on what the mod does. What is the difference between 'enemy radio chatter filter' and 'enemy speech'?
