You should do a new player cheat mod, many of the best ones got abandoned or deleted.

Honestly Total war isn't that hard to mod, I was able to make this without no prior experience in under an hour, If you're able to mod Hoi4 then this should be a cake walk, and I just got into modding like a week ago, I recommend watching "Magner's" Rome 2 modding tutorials on Youtube,and there are a lot of guides and tutorials on changing specific things on the Total war center forums. I'm still really new to modding so I can only do very basic stuff like this and editing unit stats.

And of course removes minor faction's base income.

This applies to a lot of factions, I think almost every playable one, I recommend using the "Guaranteed Major Faction Empires" mod for a stronger Rome, as they tend to do a lot better with that mod. This mod simply gives Majors a income boost.

also could you make a mod like this but it only boosts rome? if you have time
