He does have moves, i just dont know why the fuck he doesnt wanna use them after the intro unless you move

The below isn't quite true, for some reason he doesn't actually get any of his moves until you do something.

I don't recommend downloading this character. He isn't anywhere near finished, only having basic movement options and a grab as his attack, but he also completely breaks your game. The one time I tried to play him, my game crashed and promptly closed itself.
