However, by default rules, youths are affected by very few issues. I consider making a Youth mod, which includes Voting Age, School Uniforms and some rebalancing overrides.
I also consider a longer delay for Voting Age, so that voters can react before accomplished fact. Typically, a voting age reform requires a constitutional amendment, which takes a lot of time.
While Liberals and Conservatives represent political ideals, Youth, Retired etc represent personal interests.
Let's say the voting age is 18. 18-year-olds are part of the Youth group. However, they would gain nothing in person, if the voting age was lowered.
17-year-olds (or anyone just below voting age) can't vote, and are therefore not part of any voter group. 18-year-olds would be upset if the voting age was raised, but due to accomplished fact, they can't vote against it.
Liberals support low voting age, not just for idealism. They also want to increase the portion of votes held by liberals (youths tend to be liberal).
Conservatives also both have the idealistic desire for a high voting age, and a self-interest in decreasing the number of liberal votes.
One can reason that youths want to increase the weight of their own demographic, to push for youth issues such as university grants, against junk food tax, etc.
