Assuming you are using Blender, there are plenty of youtube videos, almost too many. But a great place to learn, look up "Blender Texturing" or "Blender Materials" to start. Most importantly, don't be afraid to ask other asset creators for advice! Most of the "greats" here on the steam workshop maintain a twitter or discord server presence (put either "twitter or "discord" in the workshop search box and you'll find who is who). Look for and get on the C:SL modding forums outside of steam (both discord and simtropolis.com have active communities). Bring intelligent, "you've already done your homework" questions ad you will get useful help. All the best!

Thanks tomb! I'm gonna really dive deep for texture the next building I'm working on now, but have been really struggling. Any other good sources other than this [cslmodding.info] or this ?

Overall, great building and you're leaps and bounds ahead of me in 3D modeling. That being said, you may want to learn texturing and materials in more depth next. This model would really POP with a good Specular Map, which would make the shiny parts shiny. The Inland Steel Building is all about shiny steel and glass, you can make this model really special.
