i dont think this is working properly. top of load order, playing duchy of burgundy and im still having to babysit France the entire campaign. On turn 80ish right now and its so bad that the ayyubids came up the entirety of Europe to take Lyon. ive been dealing with things like this the entire campaign and it feels more like France is my vassal than the other way around.

No, it never affects the player directly in any way. If you fight against a lucky nation it will feel the same as well. It only affects AI vs AI.

This sounds awesome, the Pols are always gone by the time I can reach them. Does this affect the faction if it is player controlled? For example, if I play France will I get a bonus in autroresolve? Looking to make the other nations stand a chance, but not make my game easier for me.

It's a 1212 submod. It makes the mentioned factions lucky. They will win their battles against other AIs almost all the time, so they will grow big.
