If you have the time could you change the flags of the Reichkommisariats if they are formed under a fascist goverment(Oblbricht) so they dont have any swaztikas in them? I would suggest the flag of the country(like Ukraine) just with a german Impirial flag in the corner and I would rename them into Reichsland not Reichskommisariat.
