有一个叫军事改革的文化，点了可以招募民兵，不要任何消耗，点了游戏就崩了，全都招这个民兵，人人好几万兵，没法玩了，希望更新下

太喜欢这个类型了，我以前ck2就做过类似的临时决议和一些小拓展，很喜欢这个类型
