i found the issue. there seem to have a conflict with mod "cherry island" the carpet placed would switch appearance with the floorings on cherry island and only the visitors would see this bug (owner are able to view fine)

I asked a friend to test it. We can all see the carpet in the mod

this appear as a server mod but only host can see the modded carpet, other player see a weird(which i assume is the base carpet before modding) carpet. other player subbed to this mod alr. please look into this
