Sure it’s balanced. In that if you fuck it up or piss off the RNG you either get a dead pawn or an even more deranged doomguy with no sense of friendly fire
The mod you are talking about also adds a lot more besides just eyelayers and take a completely different approach than this one here.

The free beam damage with no cooldown is already powerful on its own, catching them on fire from long range too is devastating.

Nah, you don't need to make simple projectiles. Messing with your laser's XML settings was enough to give it a direct-ish target while also still managing to look like it's adjusting for head movement and slight sweeping with eyes.
I just want a red laser lol. Ooh, and a yellow/gold one.
