This asset loads and works correctly for me. I own and use all DLC's and CCP's, so that may explain why I can load this without issue. Only the author knows how they created this.

As for placing this asset in your city, it can only be place on a quay. Not on land, not on the shoreline and not on the water...only on a quay.

Got the Park life DLC, it solved the faillure to load.

Same here, Faillure to load.
According to LSM these 3 assets are missing : "motorboat01a" "motorboat01b" & "motorboat02"

@Chamëleon TBN it does not need any extra DLC because I made it using the basic sport marina of the game

@NiDaye you need a waterfront to plop it or a coast with good "contrast" between water and ground
