The PCV is short for Powered Combat Vest, it was the vest the HECU which stands for Hazardous environment combat unit, used during Half-Life One, and Half-Life Source, the remake of Half life One, Black Mesa, does not use the PCV, the HECU in Black Mesa uses a Kevlar Vest, i hope you understand.

The Advanced Combat Suit Mark-37 is an armored suit designed for combat, it counts with chestplate, pants, boots, gauntlets and a helmet with an integrated flashlight and gas mask with Vision Enhancement Googles. The Mayority of the armor is colorable and bullet resistant.
