I've been using water walking boots on both sides of the world and mined the ice layer on the top since the start so it's either not possible or super rare for him to spawn

Try going to the edge of the world, but above the ice so it's considered a regular ocean

still no angler but i did notice that if i actually step into the water it turns from ocean biome to snow biome so i'm wondering if there's a way to turn it back into ocean biome or if i'll be forced to search through the pitch black hell for angler.

He should be able to still spawn Dog

Also is the angler able to spawn on either beach or no? Cause I've been waiting for a long while for the sleeping angler to come floating on the water.

Y'know i probably should have read the underworld changes before making a hellevator and taking a dip in lava i couldn't see
