Found it! Sorry, the exact name search wasn't giving any results. For anyone wondering, it's Civilized on Nexus.

It's hosted on nexus! On Steam they are separate mods, but at nexus one

Could you, please, post it on Nexus as well? It seems that Steam mods don't work in offline mode, and I'll have to leave stable internet connection for some time. I bet there will be more people with similar problems eventually, so it would be really nice if you did.

Perfect.
And as it should be, because many lords have non civ weapons for their civ outfit.

Cool mods. Adding to the previous conversation from what I know of history: it doesn't seem like high nobles or lords actually wore their military clothing that often. Assassination of nobles that walked around relatively unsafe cities (like with Louis I, Duke of Orléans) was a relatively common occurance. And it's not like their gear would help them. It was mostly a matter of guards, you wouldn't really want to walk in military clothing. I'm no history expert by any means, but even civilians clothing we're allowed to wear in-game don't make that much sense.
So while I like your mods and your idea behind it, I wouldn't really explain it via historic context.

You definitly should be able to wear armor in a every kingdom if you are a high noble (clan leaders and high retinue). In the city streets. Of course in keeps, or banquet that would make no sense, but a noble isn't supposed to be a "one man army" able take an entire city down by himself. Assassination and thief were not that uncommon and I find it hard to believe that you would forfeit all cautiousness because you are strolling in an hostile/neutral town (or your own if you are a cruel individualistic despot which just conquered a low loyalty/security town)

Still leaves the question, should you be able to be in military clothing if you are a king, but the settlement is of a neutral kingdom?

A better idea might be to enable military clothes to be used instead of civilians if you have a high enough rank - owner of the settlement/king of the kingdom that the settlement is in

intersting mod, probably won't use it cause of balance issues fighting gangs. But nice work.
