You know that every good Civ player that goes for a culture victory immediately wins after researching the Internet, right? So, why would I want to build a wonder after I won the game?

In all seriousness, maybe move it back a bit. Computers or Radar, hell, I don't know. And buff it, because this is pointless.

In all honesty, +3 Culture at this late in the game is kind of useless. Tourism boost seems much more useful for the lategame, as stated below.

I guess jsahol meen a boost of cultural influence on foreign civs (which in game term translate as tourism).
Is it possible to have the network's impact based on membership, like a religion's influence in any city?
If you think of it internationally there probably wouldn't be that much culture boost for the owning civ. Moreover the most increase of influence would be for the civ which has the strongest culture anyways. It would then be just another platform to spread the culture already there.

How about:
National Wonder
+1 culture for every 2 citizens in the city it is built in
+1 science for every 10 citizens in the empire

It definately needs more than a flat +3 culture. Not sure if this would work, just throwing it out there.

@Dr.Strangelove: there may be different opions about the worth of what people create, but a site like Youtube definitely increased the amount of cultural output

@jsahol: I still don't get why a social network would increase tourism, but I'm interested to understand. The same for negative impact on production.

@sammie: I liked it to be a just a building, but Civ turned it in a nat.wonder, because I wanted it only to be build once per civilization, which I think is more reasonable than building it several times

Maybe you could just turn it into a building with the same stats instead of it being a national wonder? +3 culture for the whole empire that late into the game is nothing, but +3 per city is better

There's probably a good way to work in a "Telecommunications Hub" or "Telephone Exchange" as a building.
I'd suggest such a building should reduce maintenance costs for buildings or reduce unhappiness, reflecting the convenience of long distance communication, but that may or may not be implementable so a +% to gold produced and/or +2 happiness could make for a good representation.

Well, would give bigger bonus, with bigger drawbacks, as the computer center would require some gold per turn. Still seems more interesting.

I agree, Culture per population would be best and I tried <Building_YieldChangesPerPop> but unfortunatly it does not work with CULTURE or FAITH (only SCIENCE, PRODUCTION and GOLD), it's simply not supported by Firaxis

I was already thinking about adding a building "Computer Center" and make culture bonus dependable on number of these in the civ. Would that be better?

This is a national wonder, so I think it should be way more buffed. Looking at the comments below I should say it should give some culture per citizens in the whole civ. Also shold decrease total unhappiness by a small percentage, and should give happiness. And maybe like 4 or 5 maintenance since the company with the network is gonna be rich.

late game 3 culture is neglible, espescially for a national wonder. Might I suggest it boosts the culture of every broadcast tower in your nation instead?
