In all seriousness, maybe move it back a bit. Computers or Radar, hell, I don't know. And buff it, because this is pointless.
Is it possible to have the network's impact based on membership, like a religion's influence in any city?
If you think of it internationally there probably wouldn't be that much culture boost for the owning civ. Moreover the most increase of influence would be for the civ which has the strongest culture anyways. It would then be just another platform to spread the culture already there.

+1 culture for every 2 citizens in the city it is built in
+1 science for every 10 citizens in the empire
It definately needs more than a flat +3 culture. Not sure if this would work, just throwing it out there.
@Dr.Strangelove: there may be different opions about the worth of what people create, but a site like Youtube definitely increased the amount of cultural output
@jsahol: I still don't get why a social network would increase tourism, but I'm interested to understand. The same for negative impact on production.

I think I will change it so that ALL cities generate more culture, maybe 10% ?
I'd suggest such a building should reduce maintenance costs for buildings or reduce unhappiness, reflecting the convenience of long distance communication, but that may or may not be implementable so a +% to gold produced and/or +2 happiness could make for a good representation.
I was already thinking about adding a building "Computer Center" and make culture bonus dependable on number of these in the civ. Would that be better?
