I can not tell what you're doing wrong. Try to manually delete a map from the directory and download it again.

The key is to have the mat definitions available as a workshop mod so that people can connect to worlds using your planets as a template, since currently local mods won't work online.
1. Create a new directory in your mods folder (usually located at C:\Users\(yourusernamehere)\AppData\Roaming\SpaceEngineers\Mods) and call it whatever you want.
2. Place your materials.zip's data files in that folder.
3. Place a preview image of those planets or your logo or whatever (your choice) named thumb.jpg in the folder.
4. Load up Space Engineers.
5. Access any world's settings and select Mods.
6. Select the mod with the name of your folder and select Publish
7. Finished! You can now tweak the workshop file yourself.
