Mod updated to 1.35 (support infrastructure, court, and mercenary idea group)

@Catoscar, that's a nice idea, sadly giving ai subject some monarch point sadly won't always translate to them choosing idea group... You might be interested in Save and Restore Monarch Power mod by LimonenZitronen. The mod has diplomatic action to send Monarch Power to other country (not only subject)

Suggestion for when this is updated: Add an ability to donate monarch points to subject country so they can start accruing the new idea group faster.
