Sorry for the late response, but the Novum issue SHOULD be fix.
And for you to tell what the effects do its best to just experiment or look it up.

I see envelopes to click on, but not sure what clicking one does. How can I tell what is in effect and what is not?

The restrictions idea doesn't seem to work. I select it, it acts like it was selected then i get no effect from it.

in the thumbnail it says "The rules of your country are controlled by your ideology, the ideology of your faction and your National Spirits"

it works, but I would like one to eliminate that thing that some countries need x quantity of tension to join factions, it really annoys me
