I think i Cities doesn't support the full size GTA map.
This map has the maximum size that Cities can hold, 81 tiles.
But don't worry about that, there's plenty of room for construction.

I redid the whole map. The original was very simple. Some rivers and details were missing. I added these things and changed the size.

Liberty City, hmm, I'll jot this idea down here. :)
