@ arunci. I did some test builds both in vanilla and modded. They do take a while to arrive at their homes. Other than that, I don't know what could be wrong.

I built commercial and residential areas, houses spawned, but no citizens?

Can I still use mods in this map?

@ Bain-Ezra. There's been a lot of grief since the release of the new DLC. Check if there are any updates or fixes to your mods. I am working on a modded Mass Transit version of this and when doing a quick test, I had issues on loading. After restarting the computer, no problem. Someone somewhere mentioned cache needing to be cleared. Apart from that. I can't help you. Good luck.

I am trying to use this map... every time I zoom in, trees, shrubs, stones, traffic, road or bridge pillars including all surface objects... they all disappear. I wish I could show my mods list to try and figure out what is conflicting with my build.
It now does that with every map.

@ DPT Wanderer. Correct. You can change the start tile to any of the inner 25. Open in map editor, click the gear icon, the rest is straightforward. Cheers.

so the starting tile is that island correct? (additionally I feel as if this would be perfect for a "Cyberpunk Light City" (I.E a city that doesn't really have that much in terms of futuristic content sides from more industrial looking items)
