I would not recommend using Achtung!, as it is badly out of date. As I understand it, the author does not really have time to support it any more.

FloatMenu and FloatMenuOption are from vanilla, this mod adds FloatSubMenu. I can understand the confusion.

I updated Categorized Bill Menus with a fix (as that is where the error was).
TL;DR: Should be safe to use for 1.4.

It is not the same thing at all. This is a library for mod makers to use.
The author of Reverse Commands could use this mod to make the menu for selecting the colonist be a sub-menu rather than appearing on top of the first menu, if they want to.
Just installing this will not have that effect, however. It does not do anything by itself, just gives more tools to mod makers.
If you would like to see Reverse Commands use this style of sub-menus, you would need to comment there and suggest it. They may be hesitant to add a new dependency to a popular mod, though.
