It would be a nice feature for people intending to play as any released nation from that have an option for naval invasion, while also prettying up the map via removing the color overlay that gets placed over the water do to it counting as part of a state.
Btw, having played your mod for a little while, I'd strongly recommend at least one extra state and 3 victory points to each single state releasable, i,e: Texas should get another state (say, north texas south texas) and add the cities Austin, San Antonia and El paso.
This is because, atm, releasables like that aren't really playable due to having practically no building space and no victory points so you'll/they'll just get capped to any thunder-run + they tend to make very poor puppets as a result.
