If prompted to by orders. Their missions are entirely covert anyways.
They are re-programmed to avoid attacking other operatives, and only to inflict their rage onto enemies.
This is an issue with the preview build of the game, the full release will have it (hopefully) fixed.
In terms of aesthetics - yes, there is certainly a connection. In terms of purpose/modifications however - they are entirely different.
