Because they aren't associated with the resistance yet, until they're refugees or rebels (unless they're undercover as citizens). As far as I'm aware, every citizen in City 17, or any other combine city for that matter, isn't a confirmed resistance member. If that was the case, the entire citizen population of City 17 would be part of the resistance, which I'm sure you can see why that is quite absurd.

Well, anyway, I simply put all the entities in the mod into the best positions for what they're affiliated faction would be using the spawning icon designs. If you don't agree with some of them, it isn't hard to ignore. I won't be changing them anytime soon.

i guess it counts, Garry's Mod counts him as a animal anyway, although using that as a guide, Gman should be in resistance.

I frankly don't understand your point here. Obviously the combine assassin is not official, but yes, it does associate with the combine faction as their designated assassins, who knew, they literally have combine in the name. As for Girgori, he isn't considered an active member of the resistance at the time of Half-Life 2. Sure, he likely was prior to Ravenholm being destroyed, but as of the time of Half-Life 2, he isn't working for any faction, resistance or otherwise. So much so that he literally was left abandoned by the resistance after they fled Ravenholm and shut off the entrance to the town. So yeah, I'd say he isn't an important member of the resistance, or even a resistance member at that. All he technically is, is a neutral party helping out a resistance member to survive Ravenholm.

I'm not sure what would be causing an issue like that, other than the possibility that the mod that requires this mod might require an out of date version of this mod. Or perhaps you just don't have it enabled in your mods list. Could you give me the link to the mod that requires this one?

so i downloaded this mod because it was needed to run a different mod, however for some fucking reason, the mod says that i need this to run it, when i ALREADY HAVE IT INSTALLED, and when i try to use it, ignoring the warning, the human thats supposed to be there DISSSAPEARS

From now on, my mods will not be using the armor system unless it's used for non-clothing items, like shields. I have gone through the pain of using the armor systems for too long and the only time it will ever come back, is if there is an official clothing/armor update to the game.

A proper armor system like for vests, webbing, etc would be good either using the rucksack or helmet script.

Thanks a lot! The new system isn't perfect, but it's a system I'm most comfortable with using. And it isn't a new system for attachable hats, rather it merges the hats to their bodies.

I have been experimenting with different systems for ages, even while I was developing 3.0, cause I dislike attachable gear too. However I was never able use a system that wasn't super unstable until know.

To the people who dispise attachable hats, you're in luck, because I do too. I've been working on an update to remove them and use a better system. This update has no set date but it's likely not gonna come out soon, however, know it is being worked on.
