@ jantz_j Windhelm is a dark and cold place but one of the more interesting in Skyrim I think. I'm happy that you like the mod and you're welcome.

You can always use the console to open the locked items. "~" click the locked thing "unlock"
And ah stairs, using only the base game assets limits me on stairs. The stairs from Winterhold have walls attached, otherwise I would use them. They do look great. I tried the basic wooden stairs from the Windhelm set but to make them fit, I needed to scale them down and then they looked weird. So I settled with what you see, a ladder with added supports.

For my own role playing with this mod, I had just joined the Stormcloaks and was full of Nord pride but appalled at the state of our beloved city Windhelm. A murderer killing people and leaving bodies on the street, beggar children, ruffians pushing people about right infront of the city guard, AND a library robbed! Terrible. I made it my job to put as many of these things straight as I could. I also took care of a group of pirates who may or may not have been involved in the library break in. :D
You can always leave one of your followers in the library to guard it (depending on the other mods you use).

It is working for many others so the problem must be on your end. It may be a conflict with another mod or any number of other issues.
There are several sites out there that offer guides to using mods. Try their trouble shooting methods. It may be something simple that you are overlooking.
