Can you make Barrow Legion have chaotic wasteland as Unsuitable climate to fit the theme of Kemmler buddying up with the Chaos gods?

@GAVACHUBBBS Can you provide more specifics? Have you started a new game with this mod, what character are you playing as, do you use any other mods?

The mod works fine for me, I have just tested it.
