I do like the modular nature of your mods, I think it's a great idea. That said, I also went concentrated for a long time, because I had assumed it gave more factories in a state, since you know, it's concentrated. Not sure how the math would work but it might be a more meaningful buff since since people tend to want to stack factories in high infra states and might make it more distinct from dispersed.
