It's the Rogue Outpost structure. I'd just add it in the mountains to the top-right.

Very good scenario, I would suggest adding a peace option once revolutionaries are wiped out. I believe there's a structure that prevents peace but it looks like you simply shadow added the splintered insurgents modifier. After the scenario was done I just spent 5 years maxing out my support trees. I do really like how you changed the trees just enough to keep it fresh while still having common tactics function.
