Even if it's not intended (and the description indicates it's not) it seems like a decent idea. You're already sacrificing Great Prophets that get more expensive the more you have so requiring a luxury resource too seems like overkill.
I;m sorry I haven't released anything in over two weeks, but it's because I've been working on something really big. Lots of art and code and stuff.
@Misaka: I chose Sephiran because I thought he was more interesting (both overall and to write about in the Civilopedia) and also to provide contrast to Micaiah and Elincia. But it was definitely a close call. Thanks for following my work! =)

Start with a baseline, maybe a promotion, maybe not. +X power and/or HP for being a Laguz, -25% EXP. My thought is 25% 'base'. Then modify it further by tribe.
Gallia is three tribes in one. Cats, Tigers, Lions. It's why I think of a random promotion on training/buying the unit. Cats: 25% base, extra 10% Defence from agility(35% total), chance to retreat. Tigers: 30% power, variant of Heavy Charge.
Some mods have tried to turn Great Generals into combat units. This should be attempted; Lions, as rare as they are, are the generals, and they'll fight alongside their men. 50% power. 'General' has a chance to roll as a 'Laguz Royal'. Extra X power, and +25% EXP, to counter the malus. Just like real Caineghis/Giffca:all the power, no downside.

That said, we have some decent unit models to work from, and I was already thinking of having Gallia's trait be to ave their units either ignore all terrains costs or all be Woodsmen.
Well, Gallians would all be Woodsmen at least.
National Wonders(National College, Oxford University, etc-ones that are one per faction) are things you want to sort out as soon as possible.
Due to Tradition having several 'First 4 city' enhancements, and the rising costs of Science and Culture from lots of cities, as well as every extra city meaning that much more production to get your National Wonders up, the general rule is settle/capture no more than 4 cities unless you have enough happiness to throw around. Ideally your new city should have at least one luxury that you don't have, to negate the initial happiness cost.
Science is god, get as much as possible-science is the key to getting everything else.
As such, Food is also god-More food means more people means more Science to multiply via science buildings.
As such, happiness and happiness control to keep cities growing steadily is ALSO god.
Key Techs: Writing(Libraries), various tech to let you work Luxuries for happness, any tech that unlocks a happiness building, Archery(Ranged units ROCK), Construction(See previous, it unlocks Composite Bowmen), Civil Service(Pikemen, also +food on Farm next to Fresh Water), Machinery(Crossbows), Fertillizer(+Food on Farms NOT near Fresh Water.
4. Oof, islands. Yep, Begnion is terrible on Archipelagic maps for just that reason. I played a more-or-less Pangaea mp with them during beta testing, and that's where they really shine. Went on a barb killing spree and had a religion by Turn 50. So I think you just had bad luck there. Like being England on the Great Plains map or something. Anyhow, I shall rebalance the Holy Guard, since I totally goofed on it with the code, as you noticed. Thanks for catching that! =)
3. An awesome idea, granted. Yet because I'm OCD, I wanted my three civs to have, and their second unique, a UU, UB, and a UI. I'm not even kidding, that idea formed a strong basis for what I knew I needed my Civs to have. So unless someone can think of a good UI for Daein (to replace the admittedly terrible Keep), Begnion will still be rocking the UI.

Anyhow, here we go:
1. Ripping off traits and Unique Effects (i.e. for the UU, Ub, and UI) from the base game is lame. =P If I make a civ, I want to give it new stuff, no matter how fitting the old stuff may be. Otherwise, it's not actually a "unique trait," is it? =)
2. Meh, numbers. They were originally much higher, but I thought they were a little crazy, so I nerfed them a tad. In this case, I guess I shouldn't have. It seems as though the only major complaint about the Senatorial Palaces so far is they they aren't worth it (read: aren't worth spending a Great Prophet on), so I guess I'll just up the numbers a tad to balance them out.
2.The problem with the Senatorial Palace, lore-fitting as it is, is no one will USE it. First Great Prophet goes on the religion. 2nd on enhancing it. Most faith after that will go on Missionaries, Inquisitors, and holy buildings(As opposed to Holy Sites). Even if you're shut out of the Religion race, +2 Faith and Culture compared to the standard Holy Site doesn't compare to losing the luxury resource unless you're somehow in such a state that you can't use it on anything else. The thing's a net negative even WITH Piety, let alone without(And hardly anyone takes Piety in the first place).
3.If you're not considering a super-race 'Ashera's Chosen' or some such, consider a unique starter building 'Tower of Ashera'. The capital is built at the site of the Tower. Extra faith, possible other benefits? Possible 'Be careful of being war-happy...'.
1. Sephiran was the Prime Minister, and held a ton of power and political influence. Overall, he did a lot more to affect Begnion and its history than Sanaki ever did.
2. It is not "un-Firaxislike" for the leader of a Civ to have never been a historical ruler or official leader of said Civ (see Bismarck and Gandhi).
3. I have to write the Civilopedia entries myself, and, IMHO, Sephiran is far more interesting to write about (and, honestly, just in general) than Sanaki. So some of it comes down to personal preference.
Literally the only other option was Sanaki, as there isn't any art of Misaha or any of the other Apostles. But thanks for asking! =)
