Right hand man doesn't level up after getting teo upgrades... Is it just for me or everyone else also gets this bug?

I dont think that's a bug, I think that's an exploit, 80% + 25% = 105%

UPDATE: I have since tested this mod. Both playing as and against him. As per figured money was not an issue tho i noticed a rather funny bug relating to a wonder with this civ. Ankor Wat somehow breaks the tile buying system and instead of loosing money when buying land, you gain money. As for culture the debuff does hit hard but it is possible to win a culture victory on at least cheiftain difficulty and below. When the AI uses this civ, they tend to dump tons of gold towards city states, making them a decent commpettor in world congress and a viable civ for a diplomatic victory. But yeah other than that one bug this is an amazing mod! Reginald would be proud. A solid 9/10 for this one.
