This game is over the top and ridiculous and there's been content added to the game for years, both from the community and from Valve themselves, that's been over the top & ridiculous, as well as being more 'serious' and more tactically-focused.
Pyro has always been characterized as the most cartoonish merc in the group in terms of their overall personality; they're childlike & giggly, according to Valve themselves they see the world as super colourful and cheerful when they're torching people alive and they've always gotten cosmetics, both Valve-made and community-made, that've played around with that personality type. Them getting a cosmetic that's a reference to a soulless Fireclan Soldier is quite possibly the farthest removed from that character archtype and pushes more towards an edgier archtype that suits more people. And hey, if you really believe this doesn't work with cosmetics in the game currently (which there definitely is if you take the time to try out your options), then that means there may be cosmetics later down the line that will.
