Makes the game impossible at the start. Endless negative concrete. I was hoping this would actually do something better than just delete resources, like, have trucks take concrete from the storage locations and send it out to buildings that periodically need it. Instead, the very start of the game it starts deleting concrete immediately in massive amounts.
