also I don't recommend ZINV, when I used it most NPCs would spawn stuck on top of buildings and trees and other props, although I haven't used it for about 3 years so maybe they fixed it by now
It's annoying running away from NPCs but you can't escape because of doors and combine grills that prevent you from going places

The roof of the map is an invisible wall, but the SECOND invisible wall above it actually secures the skybox. This is an issue for spawning items that manifest from the skybox. For example, Gredwitch's Artillery SWEPs fall from the skybox, but would hit this weird invisible roof above the map.
If this is done purposefully for spawning NPCs for some reason, then I'm fine with it being there. I just wanted to point it out :)

By "Controls for Citizen Spawns" I mean there could be a button that spawns Rebels from inside the base.
Also do you have a name for the next map?
If it's quality is anything like this one I aim to download it as soon as possible.
I may be able to add a button to replaces the base fences with walls and turn the lights red, and add light switches inside the bases
More controls for the gates seem redundant as they already have buttons next to them, also I don't know what you mean by "controls for Citizen Spawns"
Everything else sounds good, but I think it would be better to use those ideas for a new map, though I'm already working on another map so it may be awhile until I make that one
Here are my suggestions for you:
A 3rd spawn Tunnel to replace one of the bases.
A control room accessed via a doorway in the rock behind one of the bases.
A control tower on top of the base that controls: Gates, Citizen Spawns, Inside Lights, Fence Lights, Turrets, LOCKDOWN.
A new control feature: "LOCKDOWN"
Closes all doors (including gates) in the base and replaces them with Blast Doors that cannot be opened.
Forms walls around the fence so things can't shoot through.
All lights turn on and turn red.

For some reason, NPCs spawned in either the Blue base or the Green base have a tendency to get "stuck", as in they have no idea how to navigate to the frontlines. They continue to react to certain events (such as grenades being thrown near them), but otherwise refuse to move despite no obvious cause. On occasion they will "find their way", but it happens way too frequently, and sometimes they just simply don't move, even if the person next to them gets killed. NPCs don't really seem to like these buildings at all, as save for finding a way to exit the building they seldom stay inside. NPCs spawned from the tunnels don't seem to have this issue for whatever reason.
