The <canTargetMutants> error seems to be because the LoadFolder.xml file is directing Rimworld to load the 1.5 version instead of 1.6.

For other players who want to use this mod in the meantime, this seems to be fixed by adding:

<v1.6>
<li IfModActive="Ludeon.RimWorld.Ideology">Ideology</li>
<li IfModActive="Ludeon.RimWorld.Ideology">Ideology/1.6</li>
</v1.6>

just below the 1.5 version of this in the file LoadFolders.xml. This can be found through the file path:

SteamLibrary\steamapps\workshop\content\294100\2803192867\LoadFolders.xml

I tested it and this seemed to fix it for me, as well as enabling the English translation they added to the 1.6 version.

貌似mod有个报错，canTargetMutants这一行没有设置Anomaly DLC为“必须前置”，溪谷联邦那边是一样的，导致进游戏出现两个一样的报错，请作者同志检查一下

This paired with the Red Hammer Union, the Corporation, and a bunch of mercenary faction mods and you'd have yourself a Communist playthrough right here! It be great I don't have to use google translate whenever I used this.
