Here [gist.github.com] is my full mod list if you wanted to take a look, though it's a pretty long list.
Could you add sliders to allow further adjustment of level thresholds quality? Specifically to allow for ranges above 20 skill. Using a mod like Endless Growth alongside this would stretch out how long before a guaranteed specific quality is achievable.
Again, I don't know what it would take to add something like that.
That include static quality stripped?

Only mentioning it here because I thought I had a good handle on my mod list, and yet I still missed it, so it may help when figuring out 'issues'.
Also a huge thanks for this mod. Having a level 20 crafter spitting out crap quality Cataphract armour is just plain ridiculous...

Keep in mind I "Crafting quality" precept at "Increased", meaning everything is +1 quality.
So it's all just "good" basically :D
The need for inspiration is also disabled, but even then it should be "masterwork" turned to "legendary" by the precept.
As the pawn has previously made some legendary work, I figure this is because of "skill>20"
Again, the "Legendary Requires Inspiration" only determines the quality of the thing before other bonuses such as Production Specialist or Perfectionist.
