If you lose your armies in level 0 you are pretty much screwed unless you become a vassal. LOL
have considered making imperium levels unreachable by anything other than province
count, though, so that would effectively do what you ask. But I was told a a seasoned modder that it might create big problems. Maybe I will make a version 2 that does that, so people can pick what they want,
