I cannot edit CBA but I have adjust some players in that league.

I did not touch the budgets so much since the behaviour of the AI is unpredictible and budgets in the 2nd season could be different. That is why I focused in having a clean database of players, not doubled, not super prospects, no amazing players from weak countries...

For a better economic performance, we, as players, should edit that every season, it would be a bit useless edit iit in the mod.
