Seemed to do the same for me when i used liu section 1 books or thumb books, it gave me donghwan, but using anything higher let me do the mod. See if that works for you
Idk if your problem has anything to do with having a lot of mods enabled or if it's incompatible with someone else's mod (shouldn't be the case as nothing here overwrites anything)
Since Numerator Procs on Exact Rolls, The strongest that makes a speed die infinite would not proc any effects,
Also i didnt make it clear and ill update the Description, but the Bonus applys to all attack dice on a page, so you manage to use a page with 3 attack dice on 8 speed, All 3 dice will give 3 Haste making your speed go from 2-7 ----> 16
And if you do the same but with a speed die of 14, You gain 4 haste for all hits , so if you land 4 hits your speed goes from 2-7 ----> 14---19 and thats not including any bonus speed from combat pages or Abnormality page help.
The Combat pages work differently tho, The effects will trigger If you play the pages on specific dice, So if the effect says you gain 2 haste, you will only gain 2 Haste next scene regardless if you win or lose the clash. Which is different then the passive that Gives Haste [On Hit]

Also i'm not sure how you would roll a 20 on speed dice normally.
