Unsolicited feedback: I've been thinking that this 100% chance doesn't really feel right in a game designed around randomness. Stone formation isn't naturally a perfect process, there should always be a chance to fail to create a chunk. If you did 4% & 1.5% you'd end up with an 80% final drop chance with a level 20 miner.
I'll adjust for myself, but just thought I'd drop my 2 cents here for consideration.

Not sure if this could be the issue, but I noticed that listed XML file includes the line: MayRequire="ludeon.rimworld.ideology" --> I do not have the Ideology DLC.
This mod appears to be missing the Tynan suggested mod version folder system (1.2, 1.3, etc) to help identify compatibility and to make the RimPy Mod Manager happy.
There are also source code files included in the mod bundle that I don't believe are needed for publishing.
A higher mining stat providing more cut blocks (at a stone cutting bench) was an addition I was pondering. Additionally you could make skills 15-20 drop cuts blocks instead of chucks or something of that nature.
Well, that doesn't do justice either. The mod adds a completely new stat, then scales it with your skill level. A patch for tunnelers also exist. I dunno, would you like a new feature?
